Description of Actual Services Provided by Our Staff: The specific tasks carried out

included but are not limited to:

  1. Reviewing all the Human Resource Management processes that may have impacted the Personnel Emoluments budget over the period of devolution to date (1st May 2013 to 31st December 2016). This required the consultant to; –
    • Determine the number of staff employed and promoted from 14 August 2010 to 31st December, 2016.
    • Determine the number of staff paid promotion salaries in arears during the period (1st May, 2013 to 31st December, 2016). There should be no limit to the period of arrears.
    • Determine the amount of money paid out in i and ii above.
    • Determine the number of staff paid other arears during the same period (1st May, 2013 to 31st December, 2016). There should be no limit to the period of arrears.
    • Determine the trend of the number of employees paid by the County Government within and outside the payroll.
  1. Reviewing the veracity of the promotions given to staff between the period of 1st May, 2013 and 31st December 2016. This required that you compare the requirements of the Schemes of Service and the qualifications of those promoted.
  2. Determining the consistency of the formula applied during the “Right Placement” and absorption exercise of the staff of the defunct local authorities.
  3. Comparing the 2013/2014, 2014/2015, 2015/2016 and 2016/2017 Personnel Emoluments budget and give an opinion on the trend.
  4. Reviewing the various laws and statues that guide HR operations in the county public service and recommending an effective system of operations/communication within Siaya County Public Service Board and Siaya County Executive and between the two entities as regards to implementation of Board decisions.
  5. Recommending improvement of the HRM function and it’s processes and procedures to minimize the risks that may have given rise to the challenges that have necessitated this consultancy.
  6. Making any other recommendations you deem necessary to ensure a smooth operation of the HR function in the county.
