Development of a Monitoring and Evaluation (M&E) system for the Kenya Cereal Enhancement Programme (KCEP) under the State Department of Agriculture

Narrative Description of Project: The objectives of the contract were threefold: To design the M&E framework and system of KCEP; To design a computerised Management Information System (MIS) for storing / analysing data and information relating to the programme and to train the technical staff of the PCU and key implementing partners and County staff to build their capacity to maintain a synchronized, coherent and effective programme monitoring and reporting system

Description of Actual Services Provided by Our Staff: The specific tasks carried out in developing the M&E Framework included the following:

  1. Defining key Programme indicators
  2. Defining the information needs based on identified indicators and partners
  3. Defining the mode of data collection and information gathering
  4. Outlining baseline survey requirements for measurement of impacts
  5. Defining data collection formats and processes including field monitoring and data collection mechanisms
  6. Identifying primary data providers
  7. Presenting templates for analysing and reporting on data generated and for documentation of results for purposes of tracking overall implementation progress by component and populate progress reports
  8. Synchronising the Programme monitoring framework with the Government National Integrated Monitoring and Evaluation System and IFAD’s result and Impact Management System (RIMS); and
  9. Presenting Programme monitoring and evaluation plan for gathering required data and information
  10. Training the technical staff of the PCU and key implementing partners and County staff to build their capacity to maintain a synchronized, coherent and effective programme monitoring and reporting system
  11. Designing a computerised Management Information System (MIS) for storing / analysing data and information relating to the programme
