Evaluation of the National Accelerated Agricultural Input Access Programme, NAAIAP

Narrative Description of Project: This was a nationwide project targeting small scale farmers with one (1) or less acres of land. The NAAIAP project supplied inputs (seeds and fertilisers) to farmers through various farmer groups. The main objective of the study was to determine the success of the programme and provide recommendations for programme re-design with the core purpose of enhancing food security.
Description of Actual Services Provided by Our Staff: The scope of work included review of the contents on the input package and farmers contribution; exploring different methods that could be used to redeem vouchers by agrodealers; assessing the possibility of the banks being involved in redeeming the vouchers; considering the best way forward for the farmers after the assistance from the program in order for the benefits gained to continue; explore the program’s best exit strategy; review the roles and responsibilities of various stakeholders with focus on strengthening public-private partnership; review the administrative arrangements in place to establish their efficiency and effectiveness with a view of refining them and/or design an M&E system for the program.
