Narrative Description of Project: The objectives of the Consultancy were to undertake a comprehensive study that clearly spelt out policy statements and implementation strategies; specify the scope of coverage of the EAC national and regional industries, identify backward and forward linkages between national and regional industries, identify key areas for industrial promotion, analyze the kind of investments required, indicate the necessary institutions that may have to be strengthened and/or established in order to support the regional industries; and Suggest the coordination and monitoring mechanisms.

Description of Actual Services Provided by Our Staff: In undertaking this work, the consultant undertook the following tasks:

  1. Drew up a coherent and concise industrialization policy and strategy
  2. Evaluation of the effectiveness of national policies and strategies in promoting sustainable industrial development
  3. Formulation of a regional industrialization strategy that would best promote sustainable industrial development
  4. Identification and evaluation of the existing industrial investment and business environment in EAC
  5. Defining the scope of coverage of the EAC regional industries based on best practices from other regional economic groupings
  6. Developing an inventory of ‘East African Industries’ with reference to International Standard for Industrial Classification
  7. Identification of key issues that required consideration for establishing the industries and proposing policy options that would guide the selection of regional industries
  8. Identification of critical institutions and structures that may have to be set up/ strengthened for the smooth functioning, coordination and monitoring of regional industries
  9. Drawing up a Programme of Action – Logical Framework (with timelines and necessary resources required) that would guide establishment of industries
  10. Examine the factors affecting the distribution of the industries taking into consideration the economic feasibility, level of industrialization and need for equitable distribution and recommend measures to be taken to achieve rapid equitable and sustainable pattern of industrialization
  11. Developing strategies for enhancing impact of science education, vocational training, appropriate technologies and innovation on industrialization
  12. Assessment of existing regional energy capacity and possibilities of increasing the capacities to support sustainable industrialization and provide recommendations for developing the energy sector
  13. Proposing elements for inclusion in a Protocol on industrial development to address specific areas of industrial cooperation
