Consultancy Services to Analyse and Recommend Systems, Policies and Mechanisms for Achieving Universal Basic Education in Siaya County

Narrative Description of Project: The overall objective of this consultancy was to carry out a review of systems, policies and instruments in place and to recommend a re-organization of the sector approaches in delivering the overall county government goal of achieving universal basic education in Siaya County
Description of Actual Services Provided by Our Staff: Specific tasks undertaken during the study included:
- Evaluation of the existing funding mechanisms in place with regard to their adequacy/inadequacy in achieving the sector goal of ensuring access to basic education by all students in the county
- Examination of the existing funding policies and approaches being applied in the sector and recommend adjustments where necessary
- Evaluation of the number of students who transit from primary education to secondary education within the basic education structure
- Determination of the level of secondary school drop-out and some of the factors that lead to it
- Evaluation of what additional interventions would be required by the county government towards ensuring universal basic education accessibility by all students
- Assessment of the level of gender parity in the sector
- Recommendation of costed strategies that would ensure provision of universal basic education to the students in the county and where need be, assist the county draft the necessary legal instruments that would support the above recommendations
